A name and address for anybody who buys a product worth over one hundred thousand rupees have been required by the Federal Board of Revenue (FBR) for retailers and integrated suppliers of point-of-sale (POS) systems.

The FBR published SRO 1006(I)/2021 on Monday to provide a uniform invoice format for retailers and integrated suppliers.

SRO 1006(I)/2021 rules that the customer's name must be recorded if the invoice value exceeds Rs. 100,000, or if the customer is responsible for tax or credit.

The Federal Board of Revenue has exercised its powers provided by the first proviso to subsection (1) of section 23 of the Sales Tax Act to promulgate a standardized invoice format for rules 150ZEB and 150ZEC under rule 150ZEB of the Sales Tax Rules.

For customers who use Integrated Suppliers under Rule 150ZEB of the Sales Tax Rules 2006, the registered persons (integrated suppliers) are obligated to provide customers with an up-to-date fiscal electronic device, such as an integrated supply, with complete technical instructions for installation, configuration, and integration on the Board's website.

A separate business entity should be established that would be responsible for notifying the Board about their locations. This entity would also enroll each point of sale (POS) to perform the integration.

Here is additional information that must be included on every invoice regardless of how it is created through all PoS systems that have been connected with FBR.

The business information included:

  • The company name or brand name.
  • The complete address of the business location.
  • The Federal Bureau of Revenue's Sales Tax Registration Number (STRN) and National Tax Number (NTN).
  • The name of the Tax Office/Formation where the business is registered.
  • The Federal Bureau of Revenue assigns a unique PoS registration number.

For business-to-business (B2B) invoices, the following information is included: a unique sequential invoice number; the date and time of sale; the means of transaction (cash, card payment account, cheque, or gift certificates); and, if applicable, the name of the buyer, customer, or service recipient.

The customer's name is entered when the tax or credit is binding or if the invoice amount exceeds Rs. 100,000.

FBR's fiscal invoice number and the PoS invoicing system's logo were included in the FBR documentation. A QR code for the invoicing system verifiably exists on FBR documentation.

Size: 7mm x 7mm, with a clear statement written in large print and easily replicated: "Verify this invoice using FBR Tax Asian Mobile App or via SMS at 9966 and receive thrilling rewards in the draw."
