The Modi government announced on Monday that Dubai had signed an agreement to create infrastructure in Indian-occupied Kashmir when instability in the region is on the rise. There was no indication of how much the agreement was worth.

An investment pact signed by Dubai, one of the country's seven emirates, is the first by an outside authority in this sensitive region. Kashmir was stripped of sovereignty and divided into two parts directly administered by New Delhi, where Muslims make up the majority.

According to the New Delhi government, Dubai will construct infrastructure such as industrial parks, IT towers, multi-purpose buildings, logistics centers, medical colleges, and specialty hospitals as part of the arrangement.

International recognition of the speed at which Jammu and Kashmir are moving forward in development is beginning, according to Indian Trade Minister Piyush Goyal, who stated as much in a statement.

According to the statement, some Dubai-based companies had expressed an interest in investing in Kashmir.

For this reason, the heavily militarized region is not the best place to make investments because of the numerous attacks on residents and the widespread use of force by security personnel that has resulted in the deaths of several persons.

After a series of targeted killings, Indian officials relocated thousands of Kashmiri migrant workers to safer areas overnight, while hundreds more have fled the Himalayan region.
